Are local yarn shops more expensive than big-box stores?
Per skein, usually yes — local shops stock natural and hand-dyed fibres that chains don't carry, and they price accordingly. What you get for it is stock you can inspect, staff who knit, and help when a pattern goes wrong, which for a project that takes weeks tends to matter more than the price of the first ball.
Do yarn shops wind yarn for you?
Most will wind hanks into cakes on a swift and ball winder, usually free with purchase. It's worth asking when you buy, because hand-winding a skein of lace weight at home is an evening you don't get back.
